Steam and hot water boilers in older buildings

Steam heating predates most of the energy codes this state has written, and a large amount of New Jersey's older multifamily and institutional stock still runs on it. When that plant reaches the end of its life, the replacement decision is more interesting than a like-for-like swap.

The practical difference

A steam system boils water and moves the steam through pipes to radiators, where it condenses and returns. A hot water system pumps heated water around a loop. Steam runs hotter and relies on pressure; hot water is pumped and can be modulated far more finely.

The consequence that matters is control. Hot water can be run at whatever temperature the weather actually calls for, so a mild day gets a mild loop temperature. Steam is much closer to being on or off — you are making steam or you are not.

That control gap is where much of the efficiency difference lives, and it grows in shoulder seasons when a building needs a small amount of heat rather than a lot.

Why short cycling is so expensive

A boiler that is too large for the load reaches its target quickly, shuts off, cools, and fires again. Every one of those cycles wastes fuel on bringing the plant up to temperature without delivering a proportionate amount of useful heat.

Oversizing is extremely common in older buildings, and often for a reason that made sense at the time. Plant was sized for the building as it was — before windows were replaced, before insulation was added, sometimes before parts of the building changed use entirely. The heating load fell; the boiler did not.

The result is a plant that spends the season firing in short bursts rather than running steadily at an efficient output. It rarely produces a complaint, because the building is warm. It produces a fuel bill.

What replacement usually looks like

Frequently a modular condensing plant — several smaller boilers that stage on as the load rises — rather than one large boiler sized for the coldest hour of the year.

Staging solves the oversizing problem directly. On a mild day one small boiler runs steadily and efficiently. On the coldest day of the year they all run. The plant sits near its efficient operating point most of the time instead of slamming on and off.

Whether a steam building can convert to hot water is a building-specific question and not always a yes — it depends on the distribution, the risers and what is realistically accessible in an occupied building. Sometimes the right answer is a modern steam plant rather than a conversion, and that is settled during the survey rather than assumed.

Why old plant models well

The worse the existing boiler is, the larger the modeled saving, and the incentive follows the saving. An oversized atmospheric boiler from the 1980s is a stronger candidate than a fifteen-year-old unit that was reasonably specified.

This runs against instinct — owners often assume the newest, best-maintained plant is the easiest to fund. The opposite is true. Utility programs pay for the difference between what the building uses now and what it would use afterward, so a large gap is what makes a project work.

It also means the buildings most often written off as too old or too complicated are frequently the ones where the arithmetic is best.
