What does this territory look like?
Two very different halves. Union County brings dense older multifamily and institutional buildings; Warren, Hunterdon and Sussex bring low-rise commercial, schools and rural industrial.
The Union County stock is the higher-volume opportunity — older apartment buildings running central boiler plant that predates every energy code the state has written. The northwest is lower density but the buildings are frequently older still, and school and municipal buildings there carry heating loads worth modeling.

It varies by county — PSE&G across Union and Middlesex, JCP&L through Warren, Hunterdon and Sussex. Your two utilities are often different companies.
Does the gas side matter if we are going to heat pumps?
It changes the calculation rather than removing it. Displacing a gas boiler is an electric-side project, and how the gas account is treated afterwards is worked through with both utilities.
